About

The safety of  consumers, and therefore of cosmetic products, is the highest priority of the cosmetics industry, as well as a mandatory regulatory requirement.  Article 3 of the EU Cosmetic Products Regulation (EC) No. 1223/2009 (CPR) mandates that all cosmetic products must be safe for human health. Article 10 of the CPR requires that all cosmetic products must undergo a safety assessment by an appropriately qualified safety assessor to demonstrate compliance with Article 3.

 

Animal testing on finished cosmetic products was banned in the EU in 2004.  Animal testing on ingredients for use in cosmetic products was banned in the EU in 2009.  Therefore, in order to perform a comprehensive safety assessment, the cosmetics industry must rely on alternative methods to generate new data for the assessment of  ingredient and cosmetic product safety.

 

This event ‘Principles of Cosmetic Safety Assessment Using Alternatives to Animal Testing’ is jointly run by CTPA and XCellR8.  XCellR8 is a UK-based, GLP-accredited laboratory, exclusively devoted to animal-free safety and efficacy tests for the cosmetics, personal care and chemical industries. 

 

The training will be delivered by industry experts and it will provide an overview of the cosmetic safety assessment process, an overview of in vitro test methods and case studies illustrating how to perform the safety assessment of cosmetic ingredients and finished products using in vitro data.

With over 20 years' experience at CTPA, Amanda's current role focusses on the UK and EU regulatory framework for cosmetic products, engaging with Regulators and aiding members with legislative compliance.

With particular interest in the Product Information File (PIF) requirements, nanomaterials and the EU Cosmetic Product Notification Portal, Amanda has chaired the Cosmetics Europe Task Force PIF and Expert Team Nanotechnologies.

Amanda also represents the CTPA on several cross-sector groups and task forces including a Joint Industry Task Force on the Access and Benefit Sharing (ABS) Regulation, the UK Nanotechnology Environment and Health Industry Group, Nanotechnology Supply Chain Forum, the BRC Technical Advisory Committee (Consumer Products Standard) and the British Standards Institute CW/217 (Cosmetics) Committee.

Amanda is an active member of the Society of Cosmetic Scientists (SCS) and currently holds a seat on the Council in addition to chairing the Education Committee. Amanda is also a member of the Chartered Management Institute and Ladies Circle GB&I.

Armand Guyon is a legal expert and holds a Masters in law from the University of Rennes I, in competition law, industrial property law and consumer law.

Armand Guyon joined FEBEA in 2014 after working in Australia for a year.  He is in charge of the follow-up and monitoring of cosmetic regulations in the Middle East (GCC countries & Iran), North Africa, and ASEAN.

Since 2015, he has been responsible for the management of Cosmetics Europe Task Force Middle East and North Africa and has been promoting and championing the cosmetics industry to foreign authorities in the Middle East, North Africa, and ASEAN.

Carmen Esteban is a senior independent consultant with extensive experience in the cosmetics regulatory and technical areas.

She is an expert in the compliance of cosmetic products with the European regulations that apply to them and in the actions to be taken for placing products on the market.

With a degree in Biochemistry & Masters in Business Administration, she also has an ISO Excellence Award, earned for the leadership of the ISO 16.128 "Guidelines on technical definitions and criteria for natural and organic cosmetic ingredients and products".

Carmen had 17 years of experience as Technical Director of STANPA, the Spanish cosmetics trade association, with previous positions of increasing responsibility at SC Johnson and is an experienced speaker at University courses and in-company training.

Caroline has a Masters degree in Chemistry from the University of Oxford.  After working for Marks & Spencer and L’Oréal, Caroline joined CTPA in June 2016.  She represents CTPA on several committees at Cosmetics Europe and is the Chair of the Ingredient Monitoring and Assessment Expert Team, bringing together knowledge and expertise from a variety of ingredients issues.  Caroline is actively involved in advocacy with the UK Government on issues concerning cosmetic ingredients and its wider chemicals strategy.

Clare has a Batchelors degree in Biology before completing further qualifications in toxicology at the Univeristy of Surrey and has worked in consumer product safety & regulatory affairs for over 15 years with experience at both ends of the supply chain. Dr Carol Courage

Dr Courage did her PhD in University College Dublin developing in vitro screening methods for anticonvulsant inducted teratogenesis. She followed this with two post docs in cancer research, the first one in Aston University in Birmingham and the second in the MRC  Toxicology unit in Leicester.  She then moved into chemical risk assessment and took up a position with the MRC Institute for Environment and Health, University of Leicester as senior toxicologist doing chemical risk assessment for several of the Government departments. Dr Courage moved to Unilever in 2003 as senior toxicologist in the risk assessment group in the Safety and Environmental Assurance centre working on numerous projects across food, home and personal care. During this time Dr Courage became Chair of the Risk Assessment Speciality subgroup of the British Toxicology Society promoting new approaches to risk assessment incorporating in vitro data into the assessment process. Dr Courage now works for Walgreens Boots Alliance as a senior product safety manager for cosmetics.

Dr Carol Treasure is the Founder and CEO of XCellR8, an animal-free testing laboratory. XCellR8 conduct regulatory in vitro safety and efficacy tests for global cosmetic ingredient manufacturers as well as high street retailers.  Carol founded XCellR8 in 2008 with a mission to accelerate the world’s transition to 100% animal-free testing and the company’s work has been recognised at a regulatory level by the OECD and by top funding bodies such as Innovate UK and Horizon 2020.

Carol holds a first degree in Physiology and Pharmacology from the University of Sheffield, and a PhD from the FRAME Alternatives Laboratory at University of Nottingham, based on skin cell biology and reconstructed skin models for cosmetics testing. She undertook post graduate work to create reconstructed models of diseased skin with a focus on psoriasis models for drug screening.  She has devoted her career to using innovative science to replace animal testing over the past 25 years, working closely with leading cosmetic companies and ingredient suppliers. Carol has specific expertise and interest in creating animal product free cell culture systems for in vitro testing, and XCellR8 uses no animal-derived components in its GLP accredited laboratory.

As Director-General, Emma is responsible for the strategic direction of CTPA and acts as the public voice of the Association. Emma is leading the Association's work focussing on the UK's exit from the EU, 'Brexit', and the future UK landscape; external stakeholder engagement; and international relations.

 

Emma represents the CTPA on several committees at Cosmetics Europe (CE) the personal care association, including CE Board of Directors and the College of Active Association Members, and is a Vice-chair of the Science Strategic Core Team.

 

In her former role as Director of Science at CTPA, Emma was responsible for the full portfolio of scientific and technical work at the Association, dealing with many and varied ingredient issues and technical guidance on bringing a cosmetic product to the market.

 

Emma is a pharmacist by profession.

Dr Gerald Renner

Dr Gerald Renner was born in Graz (Austria) in 1967.  His basic scientific training was in engineering chemistry at the Technische Universität Graz, where he graduated in 1993.  After that he specialised in biochemical engineering and worked for his PhD at the Technische Universität Graz, and the Ecole Polytechnique de Montréal.  He finished his doctoral studies on the bacterial production of biodegradable plastics in 1996.

After additional courses in animal cell culture techniques and immunology at the Université Libre de Bruxelles, he joined the Colipa scientific department at the end of 1996.

He has been Cosmetic Europe’s Director of Technical Regulatory & International Affairs since 2001.

Main areas of responsibility:

  • Management of Cosmetics Europe’s activities in the implementation of the new EU Cosmetics Regulation (having previously co-developed and co-ordinated Cosmetics Europe’s technical input to the legislative codecision process).
  • Application of the EU Cosmetics Regulation and its technical adaptations with an emphasis on ingredient defence and borderline of cosmetics to other EU legislations (e.g. REACH, Biocides, RAPEX).
  • Responsibility for Cosmetics Europe’s international alignment activities (China, Russia ICCR, ISO) and implementation of international dimension as a key component into all technical regulatory activities.

Dr Paul Russell

Dr. Paul Russell is a Science and Programme Leader at Unilever’s Safety and Environmental Assurance Centre in Sharnbrook, Bedfordshire, UK.  Paul gained a BSc in Chemical and Pharmaceutical Science from the University of Sunderland and has over 20 years industrial experience.  A technical specialist in liquid chromatography and mass spectrometry, Paul started his career working in the pharmaceutical industry for SmithKline Beecham and subsequently GSK focussing on drug metabolism and pharmacokinetics before moving into contract research.  He joined Unilever SEAC in 2004 and subsequently completed a PhD with King’s College London developing comprehensive analytical fingerprinting techniques in support of natural product risk assessment.  Paul currently has a scientific focus on the development of mechanistic chemistry and biological pathways-based approaches to aid the toxicological risk assessment of novel materials, leading areas of Unilever’s programme on assuring safety without the use of animals.  This includes working with other industry scientists, academics, regulators and non-governmental organisations across the world.  Paul has published a number of articles in the areas of bioanalysis, the analysis of natural products, and chemistry in consumer safety risk assessment.  He is a Chartered Chemist and a Fellow of the Royal Society of Chemistry and sits on their Toxicology Special Interest Group committee.

Dr Sally Uren OBE

Sally joined Forum for the Future, then a not-for-profit based solely in the UK, in 2002. Previously Deputy CEO, Sally was appointed Chief Executive in 2013. Since then, she has spearheaded Forum’s mission to create a more sustainable future by catalysing transformational change in key global systems. Over this period, Sally has overseen Forum’s substantial growth into new markets while honing its focus on ensuring Forum makes a positive contribution to three global challenges: the climate crisis and ensuring the sustainability of our global food system and value chains.

 

Sally oversees the delivery of Forum’s programmatic work through a team of more than 80 sustainability professionals across offices in London, Singapore, New York and Mumbai. As part of this, she works with leading global players, including businesses such as Unilever and Olam, foundations such as the Laudes Foundation, and membership organisations such as Sedex, both in one-to-one partnerships, and also as part of multi-stakeholder collaborations designed to address complex challenges in systems as diverse as food, energy, apparel and shipping.

 

Currently, Sally is directly involved in a number of projects including Cotton 2040, a multi-stakeholder collaboration designed to accelerate the mainstreaming of sustainable cotton, and the Protein Challenge, a global coalition focusing on how we can feed growing global populations in ways that are healthy, affordable and good for the planet. Sally also helped initiate Net Positive, a coalition of leading businesses, all working to define the next wave of corporate sustainability. Striving towards Net Positive requires a focus on regenerative business practice, one of the reasons Sally is passionate about scaling practices such as Regenerative Agriculture. Sally is currently involved in our first US project in this area.

 

The global challenges we face cannot be tackled by any one person or organisation alone and Sally plays a key role in inspiring and equipping others to deliver systems change for sustainability. She recently advised the United Nations Global Compact on how it can ensure its actions on health and wellbeing have the potential to deliver multiple benefits across multiple systems. She also regularly speaks at international and national conferences and writes for a range of publications to influence the debate on sustainability issues - particularly now the decade of delivery, and the urgency it commands, is upon us. Her articles have featured in wide-ranging publications such as the New Statesman, Huffington Post, Management Today and The Independent. Sally is also helping build Forum’s School of System Change, a global community of change agents focused on accelerating progress towards a sustainable future.

 

With almost 30 years’ experience in sustainability, Sally acts an independent advisor on Advisory Boards for several global businesses, including Kimberly Clark, Kingfisher and Burberry. She is also an Advisory Board member for Sustainable Brands and Johnson and Johnson’s Earthwards Board. In 2018, she was the independent Chair of DFID’s Business Partnership Fund, part of the Business Innovation Facility. She acts as a judge for a number of sustainability award schemes, including the Queens Award for Sustainable Development.

 

In December 2017, Sally received an OBE in the Queen’s New Year’s Honours List for services to sustainability in business. In 2019, she was ranked number one on Assent’s list of Top 100 Corporate Social Responsibility Influence Leaders.

Ekaterina has a Medical degree from the Moscow Medical Academy. 

In 2001, after her specialisation in dermatology, she joined L'Oréal and following a number of years, was appointed to the position of Medical Director of Cosmetic Active Division in Russia. Since 2012, Ekaterina has been managing the Scientific and Regulatory Affairs Department at L'Oréal Russia as well as chairing the Technical Committee on Cosmetics at the Perfumery and Cosmetics Association (APCOHM).

Since 2013, Ekaterina has been leading the Customs Union Expert Group in Cosmetics Europe.

Elsa Dietrich has a Masters of Political Sciences from the Sorbonne University.

Having worked for the United Nations at the World Intellectual Property Organization (WIPO) for several years as a consultant, Elsa went on to work for the cosmetics company Elizabeth Arden as International Regulatory Affairs Manager. Elsa joined Cosmetics Europe in 2015 as International Relations Manager and works towards regulatory convergence in the world.

Emma Trogen is the Legal Director of Cosmetics Europe, in charge of all matters pertaining to interpretation of the legal framework of the cosmetics regulatory framework, as well as statutory and contracts matters. Erika Bonnegrace is a Chemical Engineer by training and worked in the cosmetics industry firstly as a Development Chemist.
In December 2014 Erika joined CTPA as a Regulatory Information Officer providing support to the Regulatory department and handling membership enquiries on a wide range of regulatory issues. In July 2017, Erika was promoted to the role of International Affairs Manager, advising members on international matters and monitoring major regulatory changes. She is also responsible for the CTPA International Online Manual and is an active member of Cosmetics Europe Task Force China.

In addition, Erika is part of the team managing the Cosmetics Europe Interested Parties Group Israel (CE IPG Israel).

Graham has 30 years of experience advising on public affairs, political risk, corporate communications, issue and crisis management, stakeholder engagement, sustainability and corporate responsibility in the UK, the EU and globally.

 

Alongside his UK public affairs and strategic communications work, Graham is one of the leaders of the Global Government and Public Affairs practice, leads on Brexit and regularly advises major companies and investors on political risk alongside Teneo's risk, consulting and governance teams. Graham was a board director at Fishburn Hedges for over a decade before co-founding the award winning consultancy Open Road in 2007.

 

Open Road joined what is now Teneo in 2014.

Ian has almost 40 years’ experience of a full range of customs matters, from a career which has included UK Customs, in-house roles, customs brokerage and consultancy. Ian’s work helps clients to comply with their customs obligations, whilst optimising opportunities to reduce customs duty costs, as well as successfully challenging many unfavourable decisions by HMRC. He has presented at several Brexit-themed events and is currently helping several clients with their Brexit planning. Janet's company is celebrating 20 years with expertise in US FDA & European Regulatory affairs: California's Proposition 65 & Green Chemistry legislation, REACH, and OTC/ISO GMPs. Her 17 years of corporate responsibilities have included Director of Formulation, Q/A, R & D and Microbiology.

Janet is a past Chairman and current board members of the Society of Cosmetic Chemists, she is also a Designated Expert for ISO Cosmetics Workgroups. In 2016 she was appointed to the State of California, Barbering & Cosmetology Health & Safety Committee.

Janet is a Chartered Biologist and EU Qualified Safety Assessor, and holds a Post Graduate Certification in REACH Management from Hull University.

Jay Ingram

Jay has over 10 years experience working in the area of toxicological risk assessment of consumer products, specialising in personal care products, exposure modelling, and regulatory toxicology. In 2009 Jay was awarded a Masters degree in Toxicology from the University of Surrey. Upon completion of his Masters degree, Jay joined the Unilever Safety and Environmental Assurance Centre, specialising in the safety support of REACh activities. Jay quickly moved on to conducting risk assessments on personal care products and the development of human exposure models, as well as leading the delivery of Consumer, Occupational, Environmental, and Sustainability safety assessments for early stage personal care projects and lecturing on the University of Surrey MSc Toxicology course. In 2016, Jay joined the RB Consumer Safety team as a Consumer Safety Manager, leading the toxicological safety and regulatory delivery for cosmetics and medical devices. Jay joined Delphic HSE in March 2019 as Principal Toxicologist.

Jonathan is the Head of Trade Policy (non-EU) at the Confederation of British Industry (CBI).    With 13 offices across the UK and offices in Brussels, Washington, Beijing and new Delhi the Confederation of British Industry (CBI) is the UK’s leading business organisation. The CBI speaks on behalf of more than 190,000 businesses of all sizes and sectors, who together employ around one-third of the UK’s private sector workers. Our mission is to help business create a more prosperous society.

Jonathan co-ordinates the work of three policy officers in London and three policy officers at the CBI’s offices in Washington, New Delhi and Beijing.  The trade policy team work closely with colleagues in the CBI’s Brexit and EU teams to ensure that CBI’s position on global trade reflects our priorities for the future relationship with the EU.

Prior to taking up his position in September 2019, Jonathan spent a year in the CBI’s EU Negotiations team, where he worked on No Deal Preparation and Brexit policy for the Devolved Nations. 

Jonathan worked previously in the UK’s Foreign Office, serving in Moscow, Berlin and Brussels, including as Ambassador to Belgium between 2010 and 2014.

Jonathon Porritt, Co-Founder of Forum for the Future, is an eminent writer, broadcaster and campaigner on sustainable development. Established in 1996, Forum for the Future is now the UK’s leading sustainable development charity, with 70 staff and over 100 partner organisations, including some of the world’s leading companies. The Forum has a growing presence in the United States, and is doing more and more work in India, Singapore and Malaysia.

 

In addition, Jonathon is President of Population Matters, President of The Conservation Volunteers, a Non-Executive Director of Willmott Dixon Holdings, and a Director of Collectively (an online platform celebrating sustainable innovation). He is a Trustee of the Ashden Awards for Sustainable Energy, and is involved in the work of many NGOs and charities as Patron, Chair or Special Adviser.

 

He was formerly Director of Friends of the Earth (1984-90), co-chair of the Green Party (1980-83), of which he is still a member, a Trustee of WWF UK (1991-2005), and a member of the Board of the South West Regional Development Agency (1999-2008). He stood down as Chair of the UK Sustainable Development Commission in July 2009, after nine years providing high-level advice to Government Ministers.

Jonathon was installed as the Chancellor of Keele University in February 2012.

 

His latest book is ‘The World We Made’ (Phaidon 2013), providing a positive vision of how we get to be living in a fair and sustainable world in 2050. Previous books include Capitalism As If The World Matters (Earthscan, revised 2007).

 

Jonathon received a CBE in January 2000 for services to environmental protection.

Phil Lewis

Phil Lewis has been engaged in intellectual property enforcement since 2001 when he became the UK’s Senior Policy Advisor on Intellectual Property Crime.  Based at the UK Intellectual Property Office, Phil was responsible for developing and leading on the UK’s first National IP Crime Strategy.  He was also the UK IP enforcement representative at G8 level and a member of the Northern Ireland Organised Crime Task Force.  As part of his international portfolio Phil chaired the United Nations Advisory Group (UNECE) on IP protection and enforcement and was an adviser to the Interpol Action Group. He also led a number of European Commission IP Peer Review Teams, assessing IP infrastructures and enforcement capacities in a range of EU succession and candidate countries.

In 2008, Phil became Senior National Expert at the European Commission, where he helped develop the Commission’s strategy against counterfeiting and piracy.  He was also responsible for conceiving and developing the EU Observatory on IP Infringements of IP Rights, which has become the pivotal European network of experts engaged in shaping more effective IP enforcement policies and strategies.

Since retiring from public service, at the end of 2014, Phil has been working as Policy and Strategy Adviser to the Anti Counterfeiting Group.  He is also a senior adviser on a range of EU IP Enforcement Twinning projects, producing studies and key assessment reports on countries such as Serbia, Ukraine and Macedonia.

In 2014, Phil was awarded the Global Anti Counterfeiting award for individual achievement.

Following an Honours Degree in Biology & Psychology Ray began work for a multinational inspection, product testing & certification company, specialising in the risk assessment of consumer products and household chemicals. During this time he obtained an MSc in Pathology & Toxicology, with research focussing on the carcinogenic potential of essential oils. In 2007 Ray joined a leading supplier of chemical management software and was responsible for reviewing global chemical legislation and liaising with Regulatory Agencies around the world. Ray has been with Delphic HSE since 2009, providing expert advice to clients and staff, as well as overseeing the technical direction & development of the Company and its software systems.

During his career Ray has contributed a chapter to the first volume of Global Regulatory Issues for the Cosmetic Industry and presented on risk assessment and chemical regulations to companies around the globe. He lectures on Toxicology, Exposure Science and Chemical Risk Assessment for undergraduate and postgraduate University courses. In addition to this, Ray works within the wider Scientific and Industrial Communities on a number of technical/expert committees. This has included positions with the in-vitro Toxicology Society (IVTS), British Toxicology Society (BTS), Cosmetic Toiletry & Perfumery Association (CTPA), British Standards Institute (BSI), European Committee for Standardization (CEN) and International Standards Organisation (ISO).

Richard's work has taken him around the world helping him gain strong understanding of different markets. Richard helped a large US business set up a full logistics solution in China, working on aspects from setting up the logistics of shipping to understanding the different culture with customs. He has recently set up a Manchester-based company with offices in the US with 3PL warehouse and they are now shipping directly from Taiwan and Shanghai into Nevada.

Salma Yehia graduated from the German University in Cairo with a B.Sc. Degree in Pharmacy & Biotechnology and joined P&G in 2014.

As P&G’s Regulatory Manager for the EMEA Developing Markets, Salma is responsible for the regulatory compliance of the company’s brand portfolio across cosmetics, detergents and paper products for a broad range of countries in Eastern Europe, North Africa and Sub-Sahara Region.

Salma took additional responsibilities and began managing Egypt’s regulatory landscape; partnering with relevant governmental authorities and the local industry association advocating reform to emerging and existing local regulations and standards. Most notably, Salma is a member of the Cosmetics Technical Committee within the Egyptian Standards Organization, and a member of the Ministry of Health’s Technical Committee drafting the new Egyptian Cosmetics Regulation.
